Convert from GIF to Vector

I've made an 18"h X 72"l banner in MS publisher then converted it into a gif. The banner company wants it in a PDF format, but when viewed at 100% it pixelates. I have the whole Adobe CS2 but haven't learned much of it yet. I understand if I convert the gif file to vector it will stay sharp. How do I convert this, or is there an even easier way?

If your version of MS Publisher does not support export or print to PDF, try the free option at cutepdf.com

You cannot simply convert a low resolution GIF file to vectors. You must redraw it in a vector program. You can use the original GIF file as a template on a lower layer.
