Convert flat files to DTD

Is there any tool which can take a flat file as an input and generate a DTD.

A bit difficult if your flat file doesn't contain tags. If it is xml then you could use xmlspy. Otherwise you would have to generate xml through a map using a simple TypeTree and generate the DTD from that.
