I'm not entirely sure what you mean. A DTD is just plain text.
What exactly do you want to do?

Interesting, in that case no. You{ll have to insert them manually, as even though it is text, there is no way for the DB to know what you want to store as fields and values.

It should be possible to write a program to parse a DTD file, it's a machine-readable format after all, but it's not a simple job. If you were to find an XML Schema representation of the document instead it would be easy(ish) to read the file - but still non-trivial to do anything with it.
What are you intending to achieve with this DTD-into-database procedure?
Since it has been established that there's no HTML or CSS issues here, I think now would be a good time to take this question to a more appropriate forum (i.e. the forum for whatever language will be used to read / parse the DTD).
