Convert DID to 3 digit extension

I have DID numbers on a PRI and wish to use the last three digits as extensions on a CME. I want to drop the leading digits on inbound calls and have the remaining three digits call the appropriate extension. And have voice mail (CUE) set up as said three digit extension. I also want to display the full number for outbound caller ID.

I realize that this is more than one question but what are the commands to do so. I have played around with dial peers but have been unsuccessful so far. I was able to effect this by overlaying the seven digit number on the same button as the three digit extension but voicemail doesnt work when callers dial in using the seven digit because I set voicemail up on the three digit number.

What am I missing. I simply want to tell the inbound call that only the last three digits are significant.
