CONVERSION OF UNISYS COBOL DATA

I AM HAVING TROUBLE CONVERTING UNISYS SIGNED COMP FIELDS INTO MICRO-FOCUS COBOL FIELDS.  THE SIGN DIGIT DOES NOT APPEAR TO BE CONSISTANT.  IF THE FIELD IS ON AN ODD DIGIT BOUNDARY(EG 1,3,5,7,9), THE SIGN IS '7B' AND IF ON AN EVEN BOUNDARY IT IS 'C0', BUT EVEN AT THAT, THERE ARE OTHER COMBINATIONS.  DOES ANYONE HAVE INFORMATION ON HOW UNISYS PACKS NUMBERS?
 
What about a small program which copies the files into readable format without comp with a sign separate... The readable format will be easily converted by a program in the other COBOL environment which does the opposite. It can't be that much work. Than the compiler does the trick for you.
