controlling the offline files service

Hi,
I am looking for a way through which I can gain control over the offline files feature
available in win 2000 and XP. The offline files feature is provided as a service on win 2000 and xp. I want to be able to enable and disable that service and to perform start, stop and sync operation.
any ideas..
