Controlling the min and max y-axis of chart

I'm trying to create a chart. I am able to set the min and max value of the x-axis, but I cannot find an option to set these values for the y-axis.

I need to do this coz the database data may not have any record that meets the y-axis value, say 10, but I still want a y-axis value of 10 that plots at x-axis 0.

Please help. Thanks.
