i want to program a listenning application which whenever anyone starts Excel or Word or... Application and wants to open a file by File Menu -> Open, my application can control the path the user select or it is better to say, just a few folder and path can be selected by user not the rest.

i don't know how to control the path selected in other Software (Excel, Word, or...)

any idea for this purpose is appreciated

VBA?
Directory security with Active Directory and user groups?

I don't think an independent .net application is the way to solve this scenario.

I'd agree with Jason, I don't think the .Net is the way to go for this kind of task.

I'd set the default file path in Options-->General (so they start in a particular directory) and then only grant the user rights to open the directories/files you want them to be able to open.

so AD isn't an option. I would look into VBA for Office.
