Controlling how many Windows IE opens

Here's the situation:

We have a couple of Kiosk computers that are in place just to users can surf the net. We have these computers locked down tighter than a nun. The problem with this is the users can't close down any IE windows. Does anyone know if there is a way to limit the number of windows IE opens?
