controling the "open dialouge Box"

i want to control the "open dialouge Box" in win2k. it means for the security reason, it is important when a user wants to open a file , he/she must go to just navigate specified folder, he musn't go back to the roots and other folders. how is this possible?
is there any way for doing that?
 
I think more than controlling the Open dialogue Window, you ant to put in security for folders to which the user cannot Navigate.

I'd start by limiting the user permissions to things such as the root of C: and only allow the user access to the folders in question.

by default most Open dialogs open at the user's My documents folders. Locking down the rest of the drive should prevent the user form accessing it.

Here's a good article that should get you started on setting permissions for the folders you don't want users to access.
