Control scrolling through report on web intranet

Is there a function like the "hand" in Adobe Acrobat that allows the user to click anywhere on a .crw report on an intranet site and utilize the hand to scroll through a page, as an alternative/in addition to using the tree structure?

If you have a mouse with a wheel, just click the
wheel, then move slightly down or up for scrolling.

Thanks! The user would also like a hand icon within the app. Oh, well, some time down the road perhaps.
