Can someone explain why my users no longer have access to certain control panel items like Track Pad? What is the deal with User Account Control Settings???

Could you please provide some more details to this issue? Which users are affected by this, all or just select users? When was the last time the affected users were able to access the settings that are no longer showing and what has changed since? Are the computers and users set up in a domain environment or are they stand-alone?

There may be group policy settings which hide the applets, or they are not installed correctly.

If the .cpl file is correctly installed in %systemroot%\system32\ folder, go Start, Run and type
Code:
control appletname.cpl
and the applet should run. If it doesn't, it has not installed correctly.

Here is a fairly comprehensive guide to hide/show control panel applets:

The security in Windows 7 requires users to have Administrator rights to open some Control Panel Applets.

If you don't allow your users to know an Administrator Password then some Applets will not open for them.

You could look at disabling UAC but it is not a recommended thing to do as there are added security complications as a result.

Perhaps you could look at giving the users access permissions via the actual Applet .cpl and see if that makes any difference.
