Control Panel not taking effect

I'm noticing that certain things in the Control Panel do not seem to take effect on the computer. UAC is turned off so that shouldn't be the issue. For example, if I go into Power Options I tell the computer never to go to sleep and always have the monitor on, and dont ask for a password on wakeup. Well, the computer still locks every minute without use and turns off the monitor and then asks for a password when you wake it back up. Any suggestions?
 
Are we talking about a standalone machine, or something that is part of a Domain? In either case are there any there any Group Policy settings overriding your Power Settings?

Do you see the same fault if you create another user and test with that user?

Fix a corrupted user profile


Use the Vista instructions in this to reset to default the security settings.

How do I restore security settings to the default settings?

You can look at the Powercfg Command too.
