Control panel missing

os10.2.4. When in classic, when i click on the apple and go to control panel, none of the control panel items are there. There is not even the arrow, which denotes there are items within the control panel. Any ideas?? when i go to extension manager, i can see the items, but when booted they are not there. Any ideas on how to fix. Thanks
 
Try to look in the appearance control pannel (not quit sure it'sthis control pannel)but it's out there in a control pannel ;-) , you can find an item which enables you to enable sub-menus. So you can see menu's poping up when passing over a menu item, you'll prolly will see the arrows too.
