does anyone have any ideas on how to fix this?

Read this;

First, Go Start>Run
REGSRV32 Comctl32.dll
type OK..restart,see if it works

If no go; check the file version of Comctl32.dll in C:\Windows\System...right click choose properties....it probably is an incorrect version for your IE version (as is noted in above link)
I would suggest an easier way (if you have IE CD, great, or find your most recent IE setup files(IE??.cab) files.....
Go Start>Run SFC
choose "extract one file..."
type in box Comctl32.dll
Click Start
In "restore" from; Browse to folder location of recent IE??.cab files...(or Pop in IE cd and point to it)
In "Replace to location"; browse to C:\WINDOWS\SYSTEM...click OK and let it extract and overwrite..
If for some odd reason this doesn't work, use the same procedure, except use your Win98 CD ROM to "Restore From"
