control pad

I used to have a little editor from MS called control pad. Ive been trying to find somewhere to download it for a couple of days, but, even though MS still has pages devoted to how to use it, etc. the download links are all dead. Does anyone know if control pad has been updated, renamed or something... is there another product out there to do the same kind of thing.
