Control of Notes Workspace

Is there a way to control the display of icons on the Lotus Notes workspace? Let me explain:

We have a suite of databases on our Domino server, and we want all the users to have a Workspace tab containing all, and only, these databases. Unfortunately some of the users will have these databases on other workspace tabs, from opening the databases either manually or via a link.

What I need is a script which can create a workspace tab, and place the icons for all these databases on this page. Any ideas?
