Control Cloning

I have a number of controls that I have encapsulated within a single panel control. I would like to create an array of panels that is scrollable. Is there a way to instantiate a new panel object, then clone the controls from the single panel (template?) object?

My background is in Forte'/UDS, which is an object oriented programming language that supports such a feature. In this language you would simply create your controls, then select the IDE option to "Group into Array", the rest is managed within the language framework.
