Contour in InDesign 1

Is there a way to do a contour in InDesign?
For instance, in a Draw package you can draw a rectangle and do an inside contour so the inside box is the same distance around the perimeter to the outside box. I feel like this should be easily done in InDesign but can't seem to get it.
Reducing a duplicate of the outside box and aligning both doesn't do it. I don't want to measure anything. Is there a way to duplicate a contour function?

So far the only thing I found is:
Make sure your position Reference point is in the center of the nine up box, then create a box, copy, paste in place (shift+alt+apple+v) and going into the W and H boxes and typing -x (whatever size reduction you want) after the increments and enter or tab to let it do the calculation for you.
