There is a built in "DENY ALL" filter under the "interface filters" on the Nortel Contivity 1750 VPN router. Although I can edit this filter and allow traffic for both incoming and outgoing directions, I cannot delete this filter.
When you try to delete it, it says that the interface filter is currently in use and cannot be deleted. Any suggestions on whether it will still deny all the traffic since it is a built in DENY ALL filter. And if yes, how do I delete it

The deny all is a default filter. In firewalls/VPN routers, everything is denied unles specifically allowed.

You need to build and then apply the filter you want, or turn on permit all (also a default).

Some time with the user guides would benefit you.
