Contents and Index of Help Menu Keep Opening 1

What can cause the Contents and Index box of Internet Explorer to come up every time Internet Explorer is opened? It's acting like my user is a new user (he's not) ... giving advice and tips everywhere he hovers the mouse. We are running Windows NT. (He says the help comes up as he browses too ... but I didn't see it myself.) And please can we turn it off? Thanks in advance!
 
I have never heard of anything like that. Did the usewr add a 3rd party program perhaps? Thruthfully, I think you should have a look yourself. I do know of a way to prevent the help menu from expanding. This would only be a temporary fix though, if it works.

HKEY_CURRENT_USER\Software\Policies\Microsoft

Right-click on the Microsoft key, choose new>Key, name it Internet Explorer, right-click on the Internet Explorer key, choose new>Key, name it Restrictions. Then you'll need to right-click on the Restrictions key, choose new>DWORD value, and type in NoHelpMenu. Right-click on the NoHelpMenu entry, choose modify and type in the numnber 1.
