Content Filter for Footer

Hello,
I have created a new content filter to append a text footer to an email message only once between serveral back-and-forth replies. The info is below:

1.Where sender/recipient isremote/local
2. Where whole message matches
Confidentiality Notice: This email is intended for the sole use of the individual
3. Addheader/footer

However, the filter does not recognize the string of text and keeps re-appending the footer text to each reply I send out.

Any suggestions on how I can keep this footer text from re-appending every time I respond to a message?
