If this isn't in the right forum I apologize but here goes is there any device that upon a contact closure it could send out a SNMP message, the device producing the contact closure can close a contact if there is a alarm of some kind but nothing to send anything to pager or something to let us know there is a problem
 
Have you checked with Black Box? They make all kinds of nifty gizmos.

Here's one idea...
Take an ethernet copper patch cord, cut one end off. Tie the recieve lines across the relay contacts, and place a 100ohm resistor in parallel with the contacts to simulate a 'normal' ethernet load.

Now take the unmolested end of that cable and plug it into a port on a managed switch. When the contacts are open, the switch will report that the port is online (due to the resistor). When the contacts close, the switch will report that the port has faulted. Configure the switch to send these alerts via snmp. Voila.

 
I looked at blackbox and didn't find anything however google helped me find dpstele.com which does have some analog inputs that I presume could be contact closures,
