OMG... MAXP still doesn't determine the amount of logged in agents... Never did, never will. So stop telling people it does! It tells you how many sets (positions: OMG MAX Positions) can be configured for an ACD Q. Maybe, just maybe if you use multiple Q assignment, you could be right. But then again, the user is still able to log in BUT the set can't be added to the ACD Q.
If another agent logs out. Is the agent able to log in? Maybe you have reached the limit of your CC7 licenses. You can check the license manager of CC7 as well.

It could be your LOG promt. You may need to increase it.
If you are using CC, like one234 said check license as well as in the Configuration Parameters under Active Agents. You may need to increase this here.
