Have you tried a manual visit to Windows Update and by selecting the "Custom" option rather than "Express" which will offer you the Recommended updates (including Root Certificates)as well as the security updates. See if a manual install goes any better.

You can also get a savable copy of the update from here after it gets published there, probably in a couple of days time.

Microsoft Updates Catalog.

Is the time and date correct on your machine?

Will the update "take" if you temporarily disable all realtime scanners during the update period?

How do I reset Windows Update components?

As previously suggested you can always just hide the update.
