An out-of-band management network and some routers with async modules connected to the console ports. This is an expensive option but is what a lot of the banks deploy. The OOB network typically has its own distribution layer and is then made up of 'cheaper' switches to connect these routers to. It needs to be separate for it to really be effective.
If you want to do it on a budget get hold of some 2509's or 2511's, or better still some 3600's with NM-16A's or NM-32A's.
You then reverse telnet into the async ports that are connected to the consoles.
