Connexant Modem -> GSM modem wierd...!!!!

Help...I've got a Conexant Soft56K Data,Fax PCI modem.

I'm tring to connect to a GSM modem.

The Conexant modem and GSM are setup with the following
initialisation strings.

ATZ : Default settings
ATE0 : No echo
ATV0 : only return error numbers (not verbose)
AT+IFC=0,0 : no hand shaking


It dials up the GSM ok...then you can hear the sound of the modems talking......then a short pause....and then
it returns the number 13. When I look up the error code
I think it means CONNECT 7200.

The baud rate on the GSM side is setup to talk to it at 9600 baud and the same on the conexant side.

What I want to know is can the GSM modem reduce the
connect speed to 7200 and if so should it still work
even though I talk to both modems at 9600.

I'm pretty confused as to what to check next...
If the line is quite noisy or the signal strength is weak
can these phones cope with it...

Any comments would very welcome...'cause I'm ripping my
hair out....
