Yes it is possible,
postgreSQL comes with a ODBC driver to install on Windoz but I was not impressed with it and I found it unreliable. Having worked with PostgreSQL on Linux/PHP I have no doubt that PostgreSQL can perform better than that.

I know that there is a beta verion of OLEDB api, perhaps that one will be faster.
