Connection to Media Server logon failure

I am trying to connect to the Media Server (BE 9.0 version 4454) but logon fails with "Access Denied". I created the user through (Network option -> logon accounts -> new and set the account to a restricted account). What do I need to do to enable the user logon to the server ?
