connection refused when attempting to contact login.passport.com

I keep getting this message when trying to login to hotmail with Mozilla Firefox. The same thing is also happening on various other sites that require a login eg. Ebuyer.com.
This is also happening with Netscape on the same sites, although it is not happening if I use IE.
Somthing has changed in my settings because I have previously been able to access these sites

XP Pro and SP2. I have been on these sites since I have updated to SP2, so that is not the problem. Strange but true?????
 
Control Pannel > Administrative tools > Local Security Settings

Open up Local Policies > Security Options

Verify that "System Cryptogrophy: Use FIPS compliant algorythms for encryption" is set to disabled.

You will need to restart the system for this to take effect.

 
I have found out the problem....

The http:// settings and port number are entered and this will allow normal use of the internet, but not when a secure connection is required.
These settings must be copied down to the rest of the settings eg. SSL proxy, FTP proxy etc, and everything will work OK.
Which is nice.
