I have a 4 port Linksys router and DSL and have connected two Pcs both Windows 2000. Each machine can independently and jointly connect to the Internet. However, the two machines can't see each other. Ping gives connection time out. Both the machines are running DHCP and in the Router setting, I can see the two machines listed as DHCP clients with IP address of 192.168.1.100 and 192.168.1.101.

I have tried resetting the DSL as well as the Router but still no luck. Any ideas?

Do you ZoneAlarm? If so, you need to go into the properties, and change the LAN settings to low security.
Other than that, make sure each computer is in the same subnet and workgroup.

Try enabling the file and printer sharing in both PC and install the client for microsoft network, be sure that the two PCs have the same network components installed.

PING is part of the TCP/IP protocol stack and has nothing whatsoever to do with NetBEUI, file and print sharing, or workgroup settings.

BobLo is likely correct -- but make sure you're only changing the settings for your "local zone", not for the whole internet. Also if you're running XP make sure you've disabled the built-in firewall.
