connecting to UPS

Hey folks. I have this eCommerce site I manage and all of a sudden the XML tool used to connect to UPS yields a "Server Down" error.

I contacted UPS and they swear its not them and I can't seem to track down WHY this error is returned.

I checked the URL and tool app to be used and nothing wrong there. Any one can help?
