Connecting to Translation Database

I am trying to use Translation Tool Kit in PowerBuilder V 8.3.1 and I am connecting to TRANSLAT.DB using ODBC. (Datasources ODBC)

ServerName: EASDEMODB4
StartLine:..\dbeng7.exe -d -c8m
Database Name:TRANSLAT
Database File: <location>

Getting following error message

Connection Failed: Specified database is invalid.
Please let me know what could be the reason
