Connecting to the database

I have a Problem.
We need to have Oracle page and email someone when certain users (system, sys, adbusr) connect to the database. Is there a database trigger, or some other method that could help us out.
We have Oracle7 7.3

Only on 8i.
On 7.3 you may try to write some oci or pro*c daemon, checking v$session for new sessions, but, of course, it's not very reliable.
