connecting to SQL database on localhost

hi there
i am having a major problem,
which i hope you guys can help me with.

i have set up my SQL database and have assign username and passwd on my local machine

however when i trying to connect to it in my command prompt
eg when i type

mysqladmin -u root - p

and when i enter the password

i get the error telling my port 3306 isn't open.

i've tried closing my zonealarm firewall and it still doesn't work.
i also typed telnet localhost 3306.
and it tells me my port isn't open

do i need to change the port in "my.ini" file?
or is dere anyway to open this port?
