connecting to server from "dummy" terminal

My company has a Linux server which runs our accounting software. We have a bunch of users with Win95/98 PCs who connect to the server via a telnet session. What we'd like to do is not run Windows on these PCs, but just have them act as a dummy terminal and only connect right to the server. What is the best way to go about doing this?
