Connecting to remote server

I am trying to allow clients to access a remote server of some company that allows them to access their data files. He has gave me all the ports needed for inbound and outbound. I have defined in the Policy Elements all the ports needed for outbound/inbound. I have also created a Protocal Rule in the Access to allow the defined policy elements. For some reason I we can still not connect. The other company has no idea. Am I missing something I still need to do?
