Connecting to Remote Server with Admin

I have 5 sites and can connect to each server with exchange admin except one I get a DS_E_COMMUNICATIONS error and cannot connect.
While connected to another server I can gain access and administer the server I cannot connect to.
Everything works all messages and Public folder etc. just this trouble
I have tried exchange sa acount to ruleout permissions but still not convinced
Any Ideas?
