Connecting to a frame relay WinNT4 server, Win2k desktops

Our local server is WinNT4.0 (some time this year to be upgraded to W2k), the desktops are Win2k. The issue is that we can only have people connect to the frame relay if they admins of their local computer, which is creating major issues with downloads, etc. Any idea on how to have local users set as users instead of admins and still connect to the frame relay???
 
Why don't you just set up users with limited rights on the 2000 workstations and then give them the access rights to access the frame relay? Am I missing something here?
