Connecting Exchange mailboxes to email domains

I have about 30 users which are using Outlook to POP to our ISP for email sending and delivery.Some belong to email domain X and other to domain Y.
I have setup Exch on SBS 2003 and have created the mailboxes for users and have updated the recipients policy with both email domains.
If i however want to send email from user on Exch configured for domain X then i cannot send email to user which is still using Outlook to POP from ISP at domain Y.
I have only configured my mailbox on Exch the rest are still using Outlook without Exchange.

 
Get rid of POP3. No place for it in business if you have a static IP address. None whatsoever. You're using more bandwidth, and losing features.
