connecting 2 peer to peer networks

This seems so simple but just can't get it to work. I want to connect peer2peer n/work 192.168.56.0 to n/work 172.18.0.0. Using XP Pro on all PCs, the gateway pc has 2 network cards, one is 192.168.56.1 and the other is 172.18.0.1 I would expect to be able to have a pc on the 192.168 network and get to a pc on the 172.18 network but doesn't work. I am testing using ping. Is this considered routing? If i run ipconfig the resultant shows ip routing enabled = no. How do I get this on? Is this required to be on? This is driving me nuts, such a simple network. All advice appreciated.
 
It is considered routing. Try obtaining Microsoft's ISA Server software to perform the routing functions
