i have a program that needs to know when the user is connected to the internet. sample code or something would be greatly appreciated,

There are 2 Options:
1. If you are connecting via a local network then you are connected permanent to the internet. The physical connection is handled by your gateway, Proxy Server....
2. If you use a dialup connection (RAS-Network), then use the command Rasdial. There is one option which returns the connection status. I can not check it because there is no RAS installed on my computer, but you may look in the manual or help site.
