Connected but cant browse the internet

I am able to connect the internet with my T-mobile account at any Hot Spot but I cant connect to the University unsecured wireless network
Though, I can see that I am connected at 11mbps but cant acquire ip address to connect to the internet.
Is there anything I can do or does the 11mbps connection seems a low signal. Any idea of what to do?.
On the otherhand, I can see that the students of that school can connect and browse the internet but I am a visitor who goes there to read.

Could be the network admin has configured the network so that untrusted devices can't connect. If students connect OK, then this could be the case. I did some work at a Uni last year and while I could see the wireless lan, it wouldn't issue an IP address to me as my MAC address wasn't on the trusted list. I had to chat to the campus network guys to add me in.

i have noted that unless the signal strength is at 'excellent' (highest), i cannot get anything. it seems pointless to have a range of reception if one cannot connect with anything but the greatest signal strength.
