Connect ISDN without using DDR on Cisco 4000

I want to use one of our existing video conferencing ISDN lines as an emergency data backup to one remote site.

This would involve in the case of a primary WAN outage physically moving our ISDN video connect from the polycom gear to our router interfaces at each site.

With this I see no need for DDR - however I'm not sure is it's possible to bring up an ISDN interface without DDR?

Else I could use DDR and just make all IP traffic "interesting"?

Using Cisco technology, I think you will have to use a DDR technology. However some are better than others (in my opinion) and which one you decide upon is dependent on your existing network topology.

The following URL from Cisco is a nice one and breaks down each type of ISDN backup available. Personally I'd recommend Dialer Watch but it may not be compatible (i.e. you need a routing protocol in place over the primary circuit).
