Congustion instead of buzy tone

hi all,
PBXA [MD110 BC11] connected with another PBXB [MD110 BC12] using Q-sig, PBXA has a connection with the PSTN using analog trunks, every thing is working properly and users in PBXB can get an access outside successfully using PBXA analog trunks using the Q-SIG line.
Problem:
when users in PBXB tried to dial external number using PBXA analog trunks(dial Q-SIG access code then the analog trunk access code) and all analog trunks were buzy, users in PBXB get congestion tone (and also congestion on the display)instead of buzy tone !!

How its possible to get buzy tone instead of the congestion tone??

May be this is because of lack of TMU you get congestion instead of busy tone . And also are you sure that you get this congestion msg when the route is busy?
Also what happens from PBXA system when you tried to call outside when the analog trunks are fully busy?Still congestion or a "route busy" message?
 
no, it wasn't TMU problem, when i tried to call from PBX A and all analog lines were buzy i get buzy tone.
when i did signal trace in PBX B, i noticed that PBX B send a release signal to PBX A with:
"Cause Value: Resources unavailable.
Cause Values, CCITT standard: Switching equipment congetsion.
