Congestion on IP Phone with MX-ONE

Hello everyone.
I would like some advice.
I have a MX-One with a 190 IP phones model 7433, all in DHCP, and often calling internally, it will appear on the display of the caller "congestion". if I call you right back, the call arrives.
is correct programming of phones in DHCP and not in static mode?
In addition, the phones are on the network xxx.xxx.102.xxx, the gatekeeper IP adress is on xxx.xxx.100.xxx.
