Congestion on imediate diversion over qsig

Hi Guys

site A: BC11
site B: BC10


when caller from site A calls site B and b has immediate diversion back to site a........caller from site A gets congestion over qsig microwave link


any thoughts here

In this case site A will make a new call setup to the number that site b is diverted to. Make sure this number can be called directly in site A.

a straight call is no problem, as is diversion on no answer or busy, its only on immediate diversion back to site A that congestion comes up...
