confused - linux ports being blocked

I setup a new fedora core 3 on my network i assigned it an static ip address I opened port 20 and 21 for ftp and pointed it at this linux box I verified that I can ftp into this box by ftping in from a local machine (a machine on the lan) for some reason I can not ftp into this machine I confirmed with my ISP (who supplied the router with built in firewall) that the ports on the firewall are opened correctly when I run
nmap -v <my external ip_address>

it tells me port 20 & 21 are "FILTERED"

What am I missing ?

Forgot to mention that I have turned off iptables
 
Ask ISP what the filter filters. Could be IP addresses.
