Conflict with SQL Server?

I'm trying to install an .exe on a user's PC and I keep getting an error that ciaxpregsvr20.dll, ciasubclssvr.dll, ciaressvr20.dll, and dxctrls.dll cannot be registered. This particular PC uses SQL Server. I can install the .exe fine on a PC's that do not use SQL Server. Does anyone have any ideas how I can get this .exe installed?
BTW, I've tried the VB P&DW, InnoSetup, and Visual Studio Installer to create the .exe.
 
It seems like there is a conflict with XP Suite and SQL Server. On PC's that do not use SQL Server, the .exe installs fine. I can manually register those 4 .dll's also, but they won't register during the installation of the .exe. Thanks
