Conflict between voice mail cover and primary cover

I have a client with a Magix and very high call volume. When the receptionist can't answer the phone, there are several other phones with primary cover buttons for her extension (which is a DID number.)

They have a second start up company using a DID number (3515) on a phantom mailbox that they would like answered by the receptionist when she is at her desk. If she is NOT at her desk, they want it to go to voice mail rather than being answered by one of the people who normally cover her extension. I put 3515 on a cover button on her phone, so it is following the cover path for her phone rather than covering to VM when she is not at her desk. Can you think of a way around this?

The only thing I can think of is to put cover buttons with no ringing for ext 3515 on the people's phones who have a cover button for the receptionist as well, so when their phones ring, if it is also flashing for extension 3515 they can ignore it. It seems like there should be an easier way...or maybe I just have to make 3515 a calling group with her as the only member with a login/logout button or something. Any suggestions?
 
Add 3515 to the VM coverage group, then it will ring on the Operator's primary cover button and then go to voice mail.
 
It is in the cover group, and also has a cover appearance on extension 3595. This was so she could answer it differently, since it is a different company. The problem I am experiencing is that several people have cover buttons for 3595, so the 3515 is following THAT cover path (since it rings on 3595) instead of covering to its own voice mail.
 
Legend Logic" says that you can't cover a cover. So, I don't really think that the calls ringing on the 3515 cover button on 3595 are ringing on the 3595 cover buttons on other extensions!

Temporarily remove the 3515 cover button on 3595, and see if VM answers immediatly.
